Tension in the muscles in the lateral compartment of the lower leg can pull the fibula closer to the tibia. More tension in the lateral head of gastrocnemius versus the medial head of gastrocnemius can pull the tibia lateral. When the fibula is pulled toward the tibia and the tibia is pulled into a lateral position (which is very common), the space the interosseous membrane occupies is compressed, and all muscle fibers attaching to the interosseous membrane move closer to one another and bind.
